Integrated action plan in traffic management
Chief of the Metropolitan Traffic Police, Senior Superintendent of Police Bhim Prasad Dhakal, who is also the coordinator of the action plan task force, said that the problem is being aggravated due to delay in construction of roads and other roads in the corridor area, garages, petrol pumps, workshops.
According to him, the study has found that the challenges in traffic management in the valley are increasing due to the lack of timely law reform, lack of skilled drivers, effective coordination and cooperation among the concerned agencies. He also informed that the necessary management and technology-friendly measures have been taken in the structure being set up by the traffic police in recent times.
In the last few years, there has been no positive work in traffic management in the valley. The Ministry of Home Affairs, Ministry of Physical Infrastructure and Transport has formulated and implemented various plans from the Office of the Prime Minister and Council of Ministers.
Rising above the need for the Prime Minister's directive to fill the gaps, there is no such problem now. The roads in Kathmandu that are getting dirty are not dusty except in certain places. The main road area of the currently managed road is found to be noisy and road signified, but this alone will not make the traffic management of the valley easier. Excessive traffic congestion, narrow roads, lack of proper management of intersections are creating obstacles in the traffic.
The Ministry of Home Affairs has started the process of formulating and implementing an integrated action plan considering the urgent need for proper management of traffic jams. In this connection, a six-member task force has been formed under the coordination of PRAU Dhakal last July and has submitted an 'Integrated Action Plan 2077 on Traffic Management in the Valley' to the Ministry of Home Affairs. The action plan points out the immediate and long-term work to be done.
Home Minister Ram Bahadur Thapa says that the action plan will be implemented with high priority as it is important for traffic management in the valley. The efforts of the House alone are not enough to implement it. Coordination between the Ministry of Physical Infrastructure and Transport, local level and related bodies is required. As the action plan has been formulated in collaboration with all the agencies, the Ministry is confident that the current efforts will go in an integrated manner. Home Secretary Maheshwor Neupane said that there was no alternative to implement the action plan by including some missing issues.
Road widening
The action plan has given priority to the immediate expansion of all the roads in the process of road expansion. The plan is to demolish the wall of Gaurighat police station, widen the road, open the service lane by completing the remaining work of Jadibuti and Radheradhe bridges.
The long-term plan states that the narrow road and traffic jam intersection should be studied and expanded, the remaining sections of the ring road should be widened, the concept of outer ring road should be taken forward, and the tunnel plan of Nagdhunga and Tokha should be taken forward.
Road blacktop
The immediate action plan includes regular monitoring of all the roads in the valley, filling of potholes and blacktop in time, implementation of petrol pump standards and expansion of the road by removing the pumps in the road. The long-term plan includes the concept of 'autozone' construction and the implementation of factory operation guidelines to remove and manage the structures including factories and workshops that are against the standards.
Parking management
The immediate action plan states that unauthorized removal on the road should be implemented by reviewing the paid and free parking, parking in appropriate places in the corridor area as well as smart parking in the vacant land along the road.
According to the long-term action plan, the concept of smart parking should be studied and fully implemented. Issues include construction of bus park in the checkpoint area for parking of vehicles coming from outside, all business areas, hotels should be made to manage parking.
Underpass and flyover
The integrated action plan has emphasized on the need to construct underpasses and flyovers in Tinkune, Jadibuti, Koteshwor, Babarmahal and Singha Durbar areas as per the need. Meanwhile, road management has been decided by studying in Pashupati Campus, Mitra Park, Ratopul, Gaushala and other areas. Emphasis has been laid on road management of Bagmati, Dhovikhola, Manohara, Pulpulesa of Hanumante corridor. The action plan includes the management of kanji house for loose quadrupeds.
Priority has been given to amend and implement the laws related to roads in a timely manner, to keep the condition of the roads tight through regular monitoring, and to give priority to traffic education in schools by giving awareness to the road users. In the action plan, emphasis has been laid on the management of traffic children's park, construction of model road, construction of traffic village and route permit distribution system.
Coordinator Dhakal said that technology-friendly traffic management should be given priority. Similarly, it is mentioned in the integrated action plan that priority should be given to the use of street lights, vehicle washing center, vehicle tracking system including GPS. - RSS
