The long-neglected Darchula diameter area has been in the news lately. Lands encroached by India are Limpiyadhura, Lipulek and Kalapani. It is a trilateral territory of India and China.


Before the Treaty of Sugauli of 1816, the entire territory of this region was 12 diameters. As there were 12 villages, it was called 12 Vyas. The Treaty of Sugauli divided Nepal and India into 12 diameters, Mahakaliwari and Pari. Six villages of Mahakaliwari fell to Nepal while the remaining six villages fell to India. Kuti, Nabhi, Gunji, Chhangaru, Tinkar and Rishigaun fell in Nepal. Realizing the strategic importance of the British, after 1856, encroachment started through the map of Limpiyadhura area including Mahakaliwarika Kuti, Nabhi, Gunji Nowhere is the history of the then ruler of Nepal protesting when the British were constantly encroaching on that territory through maps.

In 1947, the British left India. When the British left, Nepal did not try to take territory there.

The development of Darchula will take a leap forward after the Union opens the border with China and extends the Mahakali Corridor to Taklakot. If the road from Darchula to Kailash Mansarovar is opened and the road is connected to Taklakot through Tinkar Bhanjyang, the far western region will be transformed.

Due to the neglect of Nepal's rulers, India started occupying Kalapani and Lipulek areas with security forces from 1962. At first a small army was brought and kept.

After the Sino-Indian war in 1962, India not only kept troops permanently in the Kalapani area; He encroached on the land up to Kalapani by constructing a fake Kali temple, a small pond and a fake Kali river. India has now turned the encroached area into a military zone. Thousands of security forces are deployed.

In 2054 BS, the then MP from Darchula, Premsingh Dhami, raised the question, 'Why does Kalapani not hurt Kathmandu?' During the Mahakali Treaty, there was a lot of crying about Kalapani. The then UML party also split.

The Kalapani issue resurfaced on May 15, 2015, when China and India agreed to make Lipulek a bilateral border crossing.

The subject of Limpiyadhura was almost forgotten. Administrators from big political party leaders to border administrators were campaigning for Lipulec to be a trilateral point. There was a lot of talk about Kalapani.

Smaller political parties started raising issues after the same columnist published the news in Annapurna Post on September 8, 2008 that the territory including Limpiyadhura was missing on the map of Nepal.

This issue came to the fore when India published Nepali territory including Limpiyadhura, Lipulek and Kalapani on its map on 16 October 2076.

He sent a diplomatic note of talks to India, but India not only ignored Nepal's offer, but also repeated the Hepaha trend by inaugurating the road to Mansarovar through Lipulek on 26 April 2077. Deciding to counter India on 5 May, the government published a map of Limbiyadhura for the first time in Nepal's history on 7 May.

With the issuance of the map, the long neglected area of ​​Beas came to the fore again.

Everyone's attention began to fall on the diameter area. There was pressure on the state to pay attention to the residents of Chhangaru and Tinkar in the always neglected Beas area. The government established the BOP of the Armed Police Force on April 13, 2008. Recently, Home Minister Ram Bahadur Thapa went to 'Badal' and set up an Armed Police Force in the area. With the release of the map, the movement of ministers, leaders, security chiefs and government officials in the area has also increased. Before the issuance of the map, the people of the government did not come and go in this area. Chairman Dilip Singh Budhathaki narrates the experience of the residents of the area who are experiencing something new.

The people of Chhangaru and Tinkar, who are guarding the border with salt and bread, are beginning to hope that they are Nepali. They had forgotten that they were Nepali because they had to use Indian roads, get medical treatment from Indians, buy food items from Indians and go to India for employment.

Ashok Bohara, ward chairman of Beas Gaonpalika Ward No. 1 says that the federal, state and local governments have started paying attention to the neglected area.

Even though the Limpiyadhura, Lipulek and Kalapani issues came to the fore only after they came up nationally, the people there have become optimistic.

There is hope in the people of Bansida who are patiently dependent on India. According to Ward Chairman Bohara, who is also a resident of Chhangru, a ray of hope has started to shine among the people there. For that reason, the state should give special priority to that area. There is no alternative for the government to run special programs and special packages to improve living standards. Otherwise, it cannot be done only by talking about empty nationalism.

Development is not possible here without roads. How do they develop love for the country when there is no way to go? There is no shortage of roads for marketing of manufactured goods. This is the shortest way to Kailash Mansarovar. 

There will be ample potential for religious tourism and trade after opening the border with China, including the road to Tinker.

Darchula Tinker Road has been tendered but it should be constructed soon. The state government has allocated Rs. 50 million to raise the living standard of the people of Beas area including Limpiyadhura, Kalapani and Lipulek. The village municipality has passed the policy and program to facilitate citizenship to the residents of Nabhi, Gunji and Kuti who have been encroached by India.

Beas area is 18 kos away from the center of the village municipality. It takes two days to reach. The district headquarters is 28 kos away from Darchula. It takes 4 days. It is very difficult, you have to travel at the risk of your life. What about the federal, state government; They are neglected by the village municipality itself. It is out of reach of the village municipality.

There are 119 houses in Chhangaru and 71 houses in Tinker. The population is about 1250. Health, food is very difficult. Not only when there is talk now, but also health care and food until the road is built

 The government has no choice but to provide heli service for transportation. If there is no regular transportation of food by helicopter, there will be famine. Now there is a problem of salt, oil, rice and pulses. People here have to lose their lives without treatment. There should be provision of emergency health care. As India has closed the border, there is no possibility of going to India for food and treatment. Government offices that were closed during the conflict should be rehabilitated.

Residents should be given special employment opportunities. They should be given special priority in government jobs. Reservation should be made in education. (Gunji, Nabhi, Kuti) India has given food concessions (Rs. 6-7 per kg of rice), door-to-door employment, health and education to the overcrowded residents. They have become food. The condition of Tinker and Chhangru is deplorable. The state should not let the hopes of its people die. The residents of Tinker and Chhangru should be attracted by bringing special package program. A program should be brought to make the people of Kuti, Gunji and Nabhi feel proud that I am Nepali.

Citizenship of the encroached areas should be made available immediately if they want to get citizenship. The neglect of the people of Kuti, Gunji and Nabhi by the then state power has made it easy to tempt the Indians. If the state had not ignored the residents of Kuti, Gunji and Nabhi who were included in the 2018 census, the result would not have been so bad. They fought for the country to save it from encroachment. The past rulers are equally responsible for the encroachment of Kalapani, Lipulek and Limpiyadhura.
