President Bhandari issued ordinance on political parties


Kathmandu: President Bidyadevi Bhandari has issued the Political Parties (Second Amendment) Ordinance 2078 BS.

The ordinance was issued by President Bhandari on the recommendation of the Government of Nepal and the Council of Ministers in accordance with Article 114 (1) of the Constitution of Nepal.

A press release issued by the President's Office Spokesperson Jagannath Pant states that the ordinance was issued by President Bhandari. 

The cabinet had recommended the ordinance on Tuesday to ease the party split. According to the provision regarding political parties, the parties can be divided only with 40 percent representation in the Central Committee and the parliamentary parties.

Leaders of the ruling party and the opposition have been protesting since the ordinance was recommended. 

Although the ordinance says that it will be easier for UML's Madhav Kumar Nepal to form another party by splitting the party, it does not seem that the number will reach the Madhav Nepal group immediately. There are 203 members in the UML Central Committee registered with the Election Commission. According to the new ordinance, the Nepal Group needs more than 40 central members to split the party.

Similarly, UML has 151 MPs in the federal parliamentary party. It needs 20 percent 31 MPs. So far, it is not seen in the Nepal group. The ordinance has made it easier for the Mahanta Thakur faction of the Janata Samajwadi Party (JSP) to split. The Thakur faction can register a new party by mobilizing 20 percent of the 32-member parliamentary party, or seven MPs. They have this number.
